Job Description

The Opportunity

The Creative Economy Department is responsible for delivering key aspects of the Invest Barrie strategy by supporting an environment, and engaging in initiatives, that are conducive to the growth of a broad creative economy, and thereby create the conditions that will lead to the successful realization of Invest Barrie’s strategic goals of Economic Diversification and Resiliency. 
 
The Creative Economy Department consists of the culture branch and the entrepreneurship and business innovation team, and is responsible for both strategic and operational service delivery areas.  This includes: Building a Culture of Innovation in Barrie - Working with community stakeholders, thought leaders, established businesses and cross-departmental units to develop and execute strategic initiatives that will showcase Barrie's innovation leadership and engage residents and businesses in a manner that promotes alignment and identification with an innovation culture.  
 
Under the general guidance and direction of the Director of Creative Economy, Invest Barrie, the Project Manager is responsible for the coordinated management of the visioning, design, funding, development and operationalization of the proposed new creative and cultural hub, the Fisher Auditorium and Events Centre.  Based on the initiative to retain the original Fisher Auditorium structure from the Barrie Central Collegiate School, the project has been through high level conceptual design, stakeholder consultations, the development of a detailed five year business plan, and has received approval in principle by Council.  The necessary parcels of land have been acquired by the City, and the Project Manager’s role is to lead the project through its next phases. This entails coordinating cross-departmental teams comprised of Facilities, Planning, Engineering, Venues, Business Development, as well as stakeholders and contractors to deliver an integrated site plan, a conceptual facility design that addresses the site context, funding plans, implementation and program operationalization plans for the facility, while ensuring that the overall use cases, business plan and budgets are maintained. Specifically, this position is responsible for coordinating with stakeholders to maintain buy-in on the project, collaborating in the design development to ensure programming and business requirements are met, identifying and overseeing the development of relevant grant applications, managing capital reporting requirements under grants that are secured, and coordinating with external consultants on the design, development and implementation of a community capital campaign.   The role will develop and maintain detailed project schedules, create reports for senior management, Council and community stakeholders, and advance the vision of a cultural and creative hub in an intensified downtown core.  The role will also support efforts to establish strategic partnerships relevant to the development of the facility.  This project is an integral element in creating a vibrant downtown, supporting the growth and development of Barrie’s cultural and creative sectors, and driving economic and community benefits for the City.

Requirements:

 Education (degree/diploma/certifications)
  • Four (4) year University Degree in Business, Urban Planning, Cultural Facilities Development or related discipline
  • Project Management certification, such as a Project Management Professional (PMP) Designation or equivalent designation
 Experience
  • Five (5) years of experience performing duties related to the above mentioned major responsibilities, which involves:
    • Demonstrated project management experience in leading a large ($10M+) project through conceptual design to implementation and operationalization stages
    • Demonstrated experience coordinating cross-departmental or multi-stakeholder project teams
    • Demonstrated experience with visioning and operational design of multi-purpose cultural and creative facilities
    • Demonstrated experience in managing and reporting on government funding grants for both capital and operations
    • Experience in managing complex deliverables within budget and timelines
 
Knowledge/Skill/Ability
  • Working knowledge of the following:
    • administrative processes and protocol
    • budget administration; and
    • customer/public relations principles
    • records management practices
    • research resources and practices
    • cultural sector or facilities and their operations
  • Demonstrated ability to:
    • develop, promote, and maintain relationships with internal and external stakeholders

    • develop impactful grant applications, complete with associated budgets
  • Advanced interpersonal, verbal communication, written communication, project management, time management, organizational, prioritization, problem solving, analytical, research, leadership, and teamwork skills
  • Intermediate computer literacy utilizing Microsoft Office Suite (Access, Excel, Outlook, PowerPoint, Publisher, and Word), Microsoft Project, Microsoft Project Server, Microsoft Visio, Adobe Acrobat, and the Internet
  • Availability as assigned, to attend occasional and infrequent evening/weekend

Location: Creative Economy Offices, 56 Mulcaster Street, Barrie, Ontario
Hours: The normal hours of work are 35 hours per week in accordance with the Collective Agreement
Wage: This position is within the CUPE Local 2380 Bargaining Unit with the following pay level and 2019 pay range:
  • Pay Level: Level 9
  • Yearly Salary: $70,592.52 to $84,536.95 per year
  • Hourly Pay Rate: $38.79 to $46.45 per hour
Benefits: This position includes single health and dental benefits, pro-rated paid sick time based on the expected duration of employment, and pro-rated vacation time based on calendar year and in accordance with the Employment Standards Act.
